code help

im getting a p0420 code, and no matter what i changed out,it still pops up. any ideas? just had a new cat and o2 ,smog pump. spent well over the $ needed and 2 failed tests, so i can get a plate,etc.. but i want that code gone. somethings not right so i would rather get it fixed than loophole the system to get it back on the road.
