Short neck or long neck is the length of the snout on the waterpump going towards the fan and pulleys. It matters on how far or near it places your pulleys for belt alignment. I know the older Chevy motors like in my 1967 SS Elcamino were short neck pumps. I am not sure what the S-10 engines are on the 4.3L. Hope this helps. :)
length, if you have trouble finding acc. to match up then you have a short one.

I Built A Small Block For My 88 And Put A Short Pump On It But The Pulleys I Used Were For A Long Pump So I Ended Up Using A Long Pump I Already Had Rather Than Buying Different Pulleys. I Found That The Short Will Be Closer To The Timing Chain Cover. If You Can Stick Your Fingers Pretty Much Between The Timing Cover And The Water Pump Its A Long Pump. Hope This Advice Will Help

Shorty pumps are a strange breed, go with a long one in almost every case. They are a whole lot easier to find stuff to fit it.
