Well, You did not give us any info on your truck.
For the money of a "Bag" setup you could drop your truck correctly(Coils, spindles, leaf, shocks), add some ZQ8 sway bars AND get your exhaust.

It is also a matter of opinion.
If you want to be bouncing up and down, lowrider lay the frame cruiser type of truck then you want bags.

If you want a "Sports Truck" that is low, but not scraping and handle curves like some sports cars, then you want a static drop(springs, leafs..)

If you want it to sound, then you get an exhaust.

I usually go with exhaust first as its usually cheaper and definitely custom. I like loud and rumbly. :D

Those modifications are so different in type and in cost that they almost can not be compared. I would personally go Exhaust because I don't like bags, but that is just me.

Yeah, that's gonna be reeeeally up to you. Unless you are adding 1400 dollars headers and back on your Ls1, then it really can't be compared to adding bags. Lol, in your situation I probably would get the exhaust first, because it won't be much longer before you have that money again. Hence then you could get bags. Besides, exhaust takes an hour in the shop, bags takes some down time on your ride.
